Dr. Richard Brecht

Dr. Richard Brecht has been Executive Director of the Center for Advanced Study of Language at the University of Maryland since its founding in 2003.

Having received his M.A. and Ph.D. from Harvard in Slavic Languages and Literatures, he is professor of Russian at the University of Maryland. Dr. Brecht has been a principal in the founding and development of numerous national organizations and projects, including:

Dr. Brecht also served on the original Group of Advisors to the National Security Education Program, advised on the original proposal for the National Language Service Corps, and took a leading role in the National Language Conference of 2004. Dr.  Brecht serves on the Boards of Visitors of the Defense Language Institute and CIA University; the Board of Directors of the American Council of Teachers of Russian, the Language Flagship Group; and, the National Boards of Advisors of USED’s National Language Resource Centers for African, Heritage, and National Middle East Languages.

Dr. Brecht has made hundreds of presentations and authored and edited numerous books and articles on language policy, second language acquisition, and Slavic and Russian linguistics.

Dr. Robert Slater

Dr. Robert Slater served as the Director of the National Security Education Program (NSEP) from 1995-2010. In this capacity, Dr. Slater was responsible for developing and overseeing a major federal program of scholarships and fellowships for outstanding U.S. students to study languages critical to the nation’s interests.  Dr. Slater also developed The Language Flagship Program a highly innovative model in higher education that offers students an opportunity to learn critical languages to high levels of proficiency.

Prior to joining the NSEP, Dr. Slater was, from 1985-1990, Director of Research at the Defense Intelligence College in Washington, DC.  As Director of Research, Dr. Slater was responsible for developing a major program of research directed at improving interactions between the academic and defense communities on important Third World issues.  In this capacity, Dr. Slater also served as a senior advisor to the Secretary of Defense on matters related to foreign language capacity in the federal government. Prior to his Government work, Dr. Slater spent eleven years with the private sector as a senior research consultant.  He worked with clients throughout the federal government including the Departments of Commerce, Defense, Education, and Energy. Dr. Slater has also served as a Professorial Lecturer at American University in Washington DC since 1990.

Dr. Slater holds a Ph.D. in International Relations from the School of International Service, The American University.  He has published in major scholarly journals including the American Political Science Review and has edited three major books focusing primarily on global transformation, revolution, and political change.
